Project rationale
The Ministry of Agriculture, Environment and Fisheries (MAAP) in Mozambique, through the National Directorate of Health and Biosafety (DNSAB), is responsible for issuing phytosanitary licenses and certificates, and inspecting imported and exported plant products. Currently, the process is manual and paper-based, and requires physical visits to the authority’s offices. This project aims to digitise the process, offering an end-to-end paperless service for applicants and plant health inspectors.
Scope
The digitalisation project encompasses the development, implementation, and operationalisation of an electronic phytosanitary certification (e-Phyto) system. It will involve collaboration with key stakeholders, including farmers, exporters, importers, regulatory authorities, and international trade bodies.
Expected outcomes
- Reduced Processing Time: Significantly reduced processing time for obtaining phytosanitary certificates, leading to increased turnaround in export or import processes.
- Cost Savings: Reduced administrative and operational costs for both the government and exporters/importers.
- Improved Data Accuracy: Enhanced accuracy and reliability of phytosanitary data through digital recording and analysis.
- Increased Trade Compliance: Enhanced compliance with requisite phytosanitary standards, resulting in increased acceptance of Mozambican agricultural products in global markets.
- Enhanced Capacity: Improved capacity of MAAP staff and stakeholders through training and capacity-building activities related to the digital e-Phyto certification system.
